The Short Version

## Why Texas home premiums go up, in 60 seconds

* **Why did my Texas home insurance go up?** Behind most higher renewals are two reasons at once: the company’s filed rates rose, and so did the coverage amount on your house. You can check both.
* **The market moved.** TDI’s average Texas homeowners premium went from $2,124 in 2021 to $3,291 in 2024, and $3,489 for 2025 (preliminary). Statewide averages, not a quote.
* **Storms and rebuilding costs feed rates.** TDI reports $10.2 billion in insured Texas homeowners losses in 2024.
* **Your own policy changes too.** Roof terms, claims, credit information, deductibles and lost discounts can all move a renewal.
* **Do this:** put last year’s declarations page next to the renewal and ask what changed. We’ll walk through it with you for free.

Why did my Texas home insurance go up? If you typed that after opening your renewal, the bill alone won’t tell you. A higher premium can come from the company’s rates, a bigger coverage amount on your house, or something specific to you, like an older roof or a lost discount. Usually it’s a mix.

This guide separates those causes using Texas Department of Insurance (TDI) data, then shows you how to read your renewal. For what Texas homes cost to insure in the first place, see our [Texas homeowners insurance cost guide](https://www.robinsonlegacypartners.com/blog/home-insurance/how-much-does-homeowners-insurance-cost-in-texas/).

## How much have Texas home insurance premiums gone up?

**The short answer:** TDI reports the average Texas homeowners premium rose from $2,124 in 2021 to $3,291 in 2024, with $3,489 for 2025 on preliminary data, so the whole market moved, not just your house.

$3,291

average annual Texas homeowners premium in 2024, up from $2,124 in 2021, according to the [Texas Department of Insurance](https://www.tdi.texas.gov/general/texas-homeowners-insurance-market-overview.html). Statewide averages, not a quote.

TDI also publishes an average rate change for each year, measured across homeowners, renters, condo and mobile homeowners policies together:

Source: [TDI Texas homeowners insurance market overview](https://www.tdi.texas.gov/general/texas-homeowners-insurance-market-overview.html), as of October 2026. Premiums from the Texas Statistical Plan for Residential Risks (homeowners); rate changes from TDI rate filing data (homeowners, renters, condo and mobile homeowners). Averages, not a quote.

| Year | Average annual premium | Average rate change |
| --- | --- | --- |
| 2021 | $2,124 | 5.9% |
| 2022 | $2,374 | 10.8% |
| 2023 | $2,795 | 21.1% |
| 2024 | **$3,291** | 18.7% |
| 2025 | $3,489 (preliminary) | 4.3% |

The climb slowed in 2025, and on October 8, 2026, [TDI reported](https://www.tdi.texas.gov/news/2026/tdi10082026.html) that most companies filing homeowners rate changes since July 1 had proposed decreases, affecting about 700,000 Texas policyholders. That doesn’t mean every renewal goes down; your coverage amount and house still count.

## What’s the difference between a rate increase and a premium increase?

**The short answer:** A rate is the price per unit of coverage, such as per $1,000 of home coverage, while your premium is the total you pay, so more coverage can raise your bill even when rates don’t change.

TDI’s [rate-change page](https://www.tdi.texas.gov/blog/auto-and-home-insurance-rate-changes.html) defines a **rate** as the cost per exposure unit, like $1,000 of home coverage, and a ** premium** as what you pay for the policy. Its market overview adds: “Not only do rate changes affect premiums, but coverage amounts do, too.” TDI’s average Texas home coverage amount rose from **$408,500 in 2024 to $432,800 in 2025** (preliminary).

Many policies raise the dwelling limit at renewal on purpose. The NAIC’s [consumer guide to home insurance](https://content.naic.org/sites/default/files/publication-hoi-pp-consumer-homeowners.pdf) (2022) describes an **inflation guard** endorsement that raises it yearly in line with inflation, and the [Insurance Information Institute](https://www.iii.org/article/insurance-for-your-house-and-personal-possessions) says it tracks current construction costs. That guards against underinsurance, but you’re buying more coverage.

Illustrative example · not a quote
A North Texas home renews with its dwelling limit raised from **$300,000** to **$330,000**:

* That’s **30 more units** of $1,000 of coverage, so the premium can rise even at the same rate per unit.
* A **2%** wind and hail deductible grows from **$6,000** to **$6,600**, because it’s figured on the higher limit.

Real numbers depend on your policy and your company’s filed rates.

## Who reviews home insurance rate increases in Texas?

**The short answer:** Texas generally uses a “file and use” system, where companies file home rates with TDI and may use them once filed, while TDI reviews filings for compliance with state law.

Under Texas Insurance Code § 2251.101, insurers file their rates with the commissioner, and a filed rate may be used on and after the date it’s filed. A 2025 [Senate committee bill analysis](https://capitol.texas.gov/tlodocs/89R/analysis/html/SB01643S.htm) put it this way: “Texas currently operates under a file and use system.” TDI’s [rate filings page](https://www.tdi.texas.gov/consumer/home-and-auto-insurance-rate-filings.html) says companies must file home rates before using them to set premiums, and TDI reviews filings to make sure they follow state laws.

The state doesn’t set your premium; each company prices its policies from its own filed rates (TDI, [state does not set insurance premiums](https://www.tdi.texas.gov/column/state-does-not-set-insurance-premiums.html)). But you can look up your company’s filings: TDI’s search shows each filing’s estimated impact on existing policyholders and the date the new rate applies to renewals.

Find your company’s filingYour declarations page shows the exact company name, which may differ from the brand name. Search it on TDI’s rate filings page and check the **renewal effective date**. If it falls just before your renewal, a rate change is part of your answer.

## How do hail, storms and rebuilding costs push Texas premiums up?

**The short answer:** Texas homeowners losses have climbed and so has the cost of repairing houses, and both feed into the rates companies file, which then show up on renewals.

TDI’s market overview shows annual insured homeowners losses in Texas rising from **$3.7 billion in 2015 to $10.2 billion in 2024**. And Texas sees more large hail than any other state: the [Insurance Information Institute](https://www.iii.org/fact-statistic/facts-statistics-hail), citing NOAA’s Storm Prediction Center, reports Texas had **902 major hail events** (hail one inch or larger) in 2025, the most of any state. In North Texas, spring hail and wind are the storms clients ask us about most at renewal.

Repairs also cost more. In December 2025, the [Insurance Information Institute](https://www.iii.org/blog/inflation-replacement-costs-climate-losses-shape-homeowners-insurance-options) reported that U.S. repair and rebuilding expenses had jumped nearly 30 percent over the past five years, citing inflation, supply-chain disruptions, material prices and labor shortages. When a roof costs more to replace, so does the coverage that pays for it.

Don’t trim the wrong numberRising rebuild costs are why your dwelling limit went up. TDI’s [home insurance guide](https://www.tdi.texas.gov/pubs/consumer/cb025.html) warns that most companies require you to insure your house for at least 80 percent of its replacement cost, and if you don’t have enough coverage, you’ll pay the difference yourself.

## What about your own home can raise the renewal price?

**The short answer:** Roof age and settlement terms, recent claims, credit information, coverage limits, deductibles and discounts can each change at renewal, separately from any statewide rate change.

When a client brings us a renewal that jumped, these are the six things we check first.

Coverage

### A higher dwelling limit

Inflation adjustments or a reported remodel raise the amount insured.

Roof

### Age and settlement terms

Older roofs can change price and terms. See our [older-roof guide](https://www.robinsonlegacypartners.com/blog/home-insurance/can-you-get-texas-home-insurance-with-an-older-roof/).

Claims

### Yours and your area’s

The NAIC lists claims on your home and on homes in your area as premium factors.

Credit

### Updated credit information

Companies that use credit must refresh it at least every 36 months.

Deductible

### A changed deductible

A lower wind and hail deductible generally means a higher premium.

Discounts

### A discount that dropped off

A policy you moved or a lapsed alarm contract can remove a discount.

On roofs, TDI’s [roof replacement tips](https://www.tdi.texas.gov/tips/replacing-your-roof.html) put it simply: “As roofs age, some companies will switch to actual cash value.” That can change what a hail claim pays as much as the price does.

## Can credit information raise a Texas home insurance premium?

**The short answer:** It can, if your company uses credit information, but Texas law requires disclosure, limits how it’s used, and lets you ask for an exception after certain hard life events.

Texas Insurance Code chapter 559 governs insurers’ use of credit information. TDI’s [credit disclosure form](https://www.tdi.texas.gov/forms/pcpersonal/pc328crdtds.pdf) (Form CD-1) sums up key protections:

* The company must tell you whether it uses credit information.
* It can’t deny, cancel or nonrenew based solely on credit information, without considering other underwriting factors.
* If credit information leads to an adverse action, the company must tell you within 30 days and explain how to dispute the report.

**Hard life events.** Under § 559.103, on written request, an insurer must make reasonable exceptions if your credit was directly hurt by a catastrophic illness or injury, the death of a spouse, child or parent, temporary job loss, divorce, or identity theft. It can ask for documentation.

**New in 2026.** Under SB 1644 (2025), companies that use credit scoring must review and update your credit report at least every 36 months and reassess your rating, for policies delivered, issued or renewed on or after January 1, 2026 ([TDI Bulletin B-0012-25](https://www.tdi.texas.gov/bulletins/2025/b-0012-25.html)). The [enrolled bill](https://capitol.texas.gov/tlodocs/89R/billtext/pdf/SB01644F.pdf) also lets you or your agent request a re-rating at renewal, no more than once every 12 months, with limited exceptions.

## How do you find out what changed on your renewal?

**The short answer:** Lay last year’s declarations page next to the new one, compare limits, deductibles, endorsements and discounts line by line, and ask the company to explain anything you can’t match.

Texas law (Insurance Code § 2301.056) requires a residential declarations page to state each deductible’s exact dollar amount, and TDI’s [declarations page guide](https://www.tdi.texas.gov/tips/how-to-read-your-auto-or-home-insurance-declarations-page.html) explains the rest. If your bill goes up, TDI suggests asking your company to explain the increase and whether you’re getting every available discount.

1. **Put both declarations pages side by side**

The renewal notice alone often shows only the new total.
2. **Compare every coverage limit**

Dwelling, other structures, personal property and loss of use.
3. **Write each deductible in dollars**

Check the wind and hail and all-other-perils deductibles.
4. **Check roof and endorsement wording**

Look for a roof settlement change or an added or removed endorsement.
5. **Match the discount list**

Ask about any discount that was there last year and is missing now.
6. **Ask what else changed**

Rate changes, claims, and whether your credit information was updated.

Our [policy review guide](https://www.robinsonlegacypartners.com/blog/claims-and-policy-reviews/texas-insurance-policy-review-guide-how-do-you-check-for-coverage-gaps/) lists the coverage gaps we check at the same time.

## What can you do about a higher home insurance premium?

**The short answer:** Correct anything that’s wrong, ask about discounts and a credit re-rating, weigh a higher deductible against your savings, and keep the dwelling limit at rebuild cost.

First, correct errors like a wrong square footage or roof year. Then look at choices:

* **Deductible.** A higher deductible generally lowers the premium, but you pay more on every claim. Our [guide to Texas wind and hail deductibles](https://www.robinsonlegacypartners.com/blog/home-insurance/how-do-wind-and-hail-deductibles-work-on-texas-home-insurance/) shows the math in dollars.
* **Discounts.** Insuring your home and car together may lower what you pay; see [whether bundling home and auto can help in Texas](https://www.robinsonlegacypartners.com/blog/insurance-discounts/can-bundling-home-and-auto-insurance-save-money-in-texas/). Eligibility varies.
* **Home updates.** A new roof or protective devices may affect pricing. Tell us the date and material after an upgrade.
* **Credit.** If a hard life event hurt your credit, or it has improved, ask about an exception or a re-rating.

What we won’t suggest is cutting the dwelling limit below rebuild cost. If what arrived is a notice that the policy won’t renew, that’s a different problem with its own deadlines; see [what to do after a Texas nonrenewal](https://www.robinsonlegacypartners.com/blog/home-insurance/what-should-you-do-after-a-texas-home-insurance-nonrenewal/). For coverage options, see our [home insurance page](https://www.robinsonlegacypartners.com/home-insurance).

## The bottom line

Most Texas home insurance increases come from several places at once: rates that rose with storm losses and rebuilding costs, a coverage amount that grew with them, and changes on your own policy. TDI’s numbers explain the market. Your two declarations pages, side by side, explain your house.

## Other questions about Texas home insurance increases

### Does a higher renewal mean my company plans to drop me?

Not by itself. A higher renewal is still a renewal. A nonrenewal is a separate notice, and TDI says companies must give at least 60 days’ notice for policies bought or renewed in 2024 or later. If you got that notice instead, read [our nonrenewal guide](https://www.robinsonlegacypartners.com/blog/home-insurance/what-should-you-do-after-a-texas-home-insurance-nonrenewal/).

### Can insuring my home and car together help with a higher renewal?

It may. Many companies offer multi-policy discounts, though each decides its own, and a 2025 Texas law (SB 213) says a company can’t require you to buy both from it. Our [Texas bundling guide](https://www.robinsonlegacypartners.com/blog/insurance-discounts/can-bundling-home-and-auto-insurance-save-money-in-texas/) explains more.

### Why did my mortgage payment go up after my home insurance renewed?

If your lender pays the premium from escrow, it can. The [Consumer Financial Protection Bureau](https://www.consumerfinance.gov/ask-cfpb/what-is-an-escrow-or-impound-account-en-140/) explains that insurance premiums can change from year to year, and your escrow payment, and with it your total monthly payment, changes accordingly. Ask your mortgage servicer how the new premium was figured in.

### Is my Texas premium high compared with the state average?

TDI’s statewide averages blend every kind of house and deductible, so they’re context, not a benchmark. Our [Texas homeowners guide](https://www.robinsonlegacypartners.com/blog/home-insurance/texas-home-insurance-guide-coverage-costs-and-buying-decisions/) explains each coverage, and our [Arlington home insurance guide](https://www.robinsonlegacypartners.com/blog/home-insurance/home-insurance-in-arlington-texas-coverage-costs-and-quotes/) covers local factors.

## Texas home insurance increase FAQ

Why did my Texas home insurance go up when I haven’t filed a claim?+

Because most of what moves a renewal has nothing to do with your claims. Companies file rate changes with the Texas Department of Insurance that apply across their policyholders, and TDI’s average rate changes across home, renters, condo and mobile home policies were 21.1 percent in 2023 and 18.7 percent in 2024. Your dwelling limit may also have risen with building costs, which raises the premium at the same rate. Claims in your area, roof age and credit information can matter too.

Does Texas have to sign off on a home insurance rate increase before it takes effect?+

Generally no. Texas uses what a 2025 Senate committee analysis called a “file and use” system for home insurance: under Insurance Code § 2251.101, a company files its rates with the Texas Department of Insurance and may use a filed rate from the date it’s filed. TDI reviews filings to make sure they follow state law. You can look up your company’s filings on TDI’s website, including the date each one applies to renewals.

Can I ask my insurer to re-check my credit after my premium goes up?+

Yes, in two situations. Under SB 1644, for policies issued or renewed on or after January 1, 2026, you or your agent can ask at renewal for a re-rating on a current credit report, no more than once every 12 months, with limited exceptions. Separately, Insurance Code § 559.103 requires reasonable exceptions, on written request, if your credit was directly hurt by a catastrophic illness or injury, the death of a spouse, child or parent, temporary job loss, divorce or identity theft.

Will raising my deductible offset a Texas home insurance increase?+

It can lower the premium, because higher deductibles generally mean lower premiums, but it moves more of each claim onto you. On a $330,000 dwelling limit, a 1 percent wind and hail deductible is $3,300 and a 2 percent deductible is $6,600. Weigh the yearly premium difference against that extra $3,300, and only choose an amount you could pay from savings right after a storm. Your declarations page must show each deductible in dollars.

Why did my dwelling coverage go up at renewal without my asking?+

Many policies include an inflation guard, which the NAIC describes as an endorsement that raises your dwelling limit each year in line with inflation. The Insurance Information Institute reported in December 2025 that repair and rebuilding costs across the country rose nearly 30 percent over five years, so the adjustment helps keep the limit near rebuild cost. More coverage usually means a higher premium. If the new limit looks wrong, ask how the rebuild estimate was figured.
