# Replacement cost vs. market value: how much should you insure a Texas home for? Insure the house you’d rebuild, not the price on the listing.

Your home sold for one number, the appraisal district says another, and your policy lists a third. Only one of them should set your dwelling limit. Here’s which one, and how to check it.

The Short Version

## Replacement cost vs. market value, in 60 seconds

* **Replacement cost, not market value, should set how much you insure a Texas home for.** Your dwelling limit should cover what it would cost to rebuild the house at today’s prices.
* **Market value includes land.** The NAIC notes that market value includes the price of your land, and land doesn’t need rebuilding.
* **Watch the 80% line.** TDI says most companies require you to insure your house for at least 80% of its replacement cost, and some require 100%.
* **Rebuild costs move.** III reports U.S. repair and rebuilding expenses rose nearly 30 percent over five years (Dec. 2025).
* **Do this:** ask our team for a free dwelling-limit check of how your rebuild estimate was built.

Replacement cost vs. market value is the question behind “how much should I insure my house for?” in Texas. Most people start with what they paid, a lender’s appraisal or the appraisal district notice. None of those is the right starting point.

Your dwelling limit should reflect what it would cost to rebuild your house after a total loss. Here’s why, what TDI’s 80% rule means, and how to check your own number. For every coverage on the policy, see our [Texas homeowners insurance guide](https://www.robinsonlegacypartners.com/blog/home-insurance/texas-home-insurance-guide-coverage-costs-and-buying-decisions/).

## What’s the difference between replacement cost and market value?

**The short answer:** Replacement cost is what it would take to rebuild your house with similar materials, while market value is what the whole property, land included, would sell for.

The NAIC’s [consumer guide to home insurance](https://content.naic.org/sites/default/files/publication-hoi-pp-consumer-homeowners.pdf) (2022) puts it plainly: “replacement cost and market value are not the same.” Replacement cost is “the cost to rebuild your home or repair damages using materials of similar kind and quality.” Market value, which includes the price of your land, depends on the real estate market.

Four numbers tend to get mixed up:

Sources: NAIC, *A Consumer’s Guide to Home Insurance* (2022); [Tarrant Appraisal District](https://tad.org/my-appraisal-notice); [Insurance Information Institute](https://www.iii.org/article/insurance-for-your-house-and-personal-possessions).

| Number | What it measures | Use it for your dwelling limit? |
| --- | --- | --- |
| Replacement cost | Cost to rebuild the house with materials of similar kind and quality | Yes This is the target. |
| Market value | What the property would sell for; includes land | No Moves with the housing market. |
| Purchase price | What you paid, lot included | No The NAIC says it isn’t the same as rebuild cost. |
| Appraisal district value | A property-tax value; appraised value can be capped below market value | No A tax figure, not a rebuild estimate. |

III agrees: the amount you insure for “should be based on rebuilding costs, not the price of your home.”

## How much should you insure a Texas home for?

**The short answer:** Insure the house for its full replacement cost, the amount it would take to rebuild it at current prices after a total loss.

The Texas Department of Insurance’s [home insurance guide](https://www.tdi.texas.gov/pubs/consumer/cb025.html) (updated June 1, 2026) says to make sure you have enough coverage to replace your home and property if you have a total loss, because “if you don’t have enough coverage, you’ll have to pay the difference yourself.” The NAIC guide says your coverage “should equal the full replacement cost of your home.”

80%

“Most companies require you to insure your house for at least 80% of its replacement cost,” according to the [Texas Department of Insurance](https://www.tdi.texas.gov/pubs/consumer/cb025.html) (cb025, updated 6/1/2026). TDI adds that some companies require 100%.

Texas law doesn’t require home insurance, but TDI notes your lender will if you owe money on the home, and its [home insurance tips](https://www.tdi.texas.gov/tips/home-insurance.html) say most mortgage companies require a replacement cost policy. Still buying? See our [checklist for insuring a home before closing in Arlington](https://www.robinsonlegacypartners.com/blog/local-guides/buying-a-home-in-arlington-what-should-your-insurance-review-include/).

"Insurance works best when it's understood."

## What happens if your dwelling limit is below 80% of replacement cost?

**The short answer:** In a total loss you pay the gap yourself, and the NAIC says that below 80% your company may also reduce what it pays on smaller claims.

The NAIC says to review your dwelling coverage from time to time, because if it drops below 80% of your home’s full replacement cost, “your insurance company may reduce the amount that it will pay on a claim.” How that reduction works is written into each policy, so ask us to walk through yours.

Illustrative example · not a quote
A hypothetical 2,000-square-foot brick house in Tarrant County; every figure is made up:

* **Market value:** $340,000, lot included.
* **Appraisal district appraised value:** $290,000, held down by a homestead cap.
* **Rebuild estimate:** 2,000 sq ft × a hypothetical $155 per sq ft = **$310,000**.
* **80% line:** 80% × $310,000 = **$248,000**.

With a **$310,000** dwelling limit, the house is insured to its full rebuild estimate. With a **$240,000** limit, it sits $8,000 under the 80% line. After a total loss, dwelling coverage tops out at $240,000, about **$70,000 short** of the rebuild before any deductible. On a partial claim, the company may reduce what it pays. Real numbers depend on your house and policy.

The trap runs both ways: insuring the full $340,000 market value would buy $30,000 more coverage than the rebuild estimate, coverage a rebuild would never use.

## Why doesn’t land count toward your dwelling limit?

**The short answer:** Dwelling coverage pays to repair or rebuild the house, and the lot is still there after a fire or tornado, so the land’s value doesn’t belong in the limit.

The NAIC points out that market value and purchase price include the land. Where lots are pricey, land can be a big share of the sale price; an older house on an inexpensive lot can cost more to rebuild than it would sell for.

Your appraisal district notice is a third number. In Tarrant County, the [Tarrant Appraisal District](https://tad.org/my-appraisal-notice) defines market value as the price a property would sell for if exposed for sale on the open market, and says appraised value “cannot exceed the market value.” It can be lower, and TAD lists the 10% homestead cap among the most common limits. It’s a property-tax figure.

Don’t copy your tax noticeAn appraisal district notice doesn’t estimate lumber, labor or permits. Keep it out of your dwelling limit decision; our guides to [Arlington homeowners coverage](https://www.robinsonlegacypartners.com/blog/home-insurance/home-insurance-in-arlington-texas-coverage-costs-and-quotes/) and [Grand Prairie home insurance](https://www.robinsonlegacypartners.com/blog/home-insurance/home-insurance-in-grand-prairie-texas-coverage-costs-and-quotes/) cover what else shapes coverage locally.

## How do you estimate what it would cost to rebuild your home?

**The short answer:** Start with square footage times local building costs for your type of house, then let an agent’s replacement cost estimate or a professional appraisal refine it.

III says your agent or company can generally calculate rebuilding costs, or you can hire an appraiser. For a ballpark, multiply square footage by local building costs per square foot for your type of house. A good estimate also weighs:

Size

### Square footage and stories

The starting point for any per-square-foot estimate.

Construction

### Exterior and framing

Brick, siding and framing change the cost.

Roof

### Material and shape

Complex rooflines cost more.

Foundation

### Slab or pier and beam

Tell us which one your house sits on.

Finishes

### Kitchens, baths, flooring

Remodels and custom work raise rebuild cost.

Local costs

### Labor and materials

III says rebuild cost is based on local construction costs.

When we review a declarations page, we look at the dwelling limit first, then ask when the estimate behind it was last updated. A remodel or added room since then can move the number.

## Why do rebuild costs keep rising, and does your limit keep up?

**The short answer:** Construction labor and materials have climbed across the country, so a limit set years ago may now fall short unless it’s adjusted at renewal.

The [Insurance Information Institute](https://www.iii.org/blog/inflation-replacement-costs-climate-losses-shape-homeowners-insurance-options) reported in December 2025 that U.S. repair and rebuilding expenses jumped nearly 30 percent over the past five years, citing inflation, supply chains, materials and labor. That’s a U.S. figure, not a Texas one.

Texas coverage amounts have climbed too. TDI’s [homeowners market overview](https://www.tdi.texas.gov/general/texas-homeowners-insurance-market-overview.html) shows the average Texas home coverage amount rising from $408,500 in 2024 to $432,800 in 2025 (preliminary). Statewide averages, not a quote or a target.

The NAIC says an inflation guard endorsement “raises your dwelling coverage limit annually in line with inflation.” That’s one reason a renewal can cost more when nothing else changed (see [why Texas home premiums rise at renewal](https://www.robinsonlegacypartners.com/blog/home-insurance/why-did-my-texas-home-insurance-premium-go-up/)). But an index isn’t a fresh look at your house.

## What do extended replacement cost and code upgrade coverage add?

**The short answer:** Extended replacement cost can pay a set percentage above your limit, and building-code coverage pays toward the extra cost of rebuilding to current codes.

III describes an extended replacement cost policy as one that pays “a certain percentage over the limit to rebuild your home,” 20 percent or more depending on the insurer. It still won’t pay for a house that’s better than the one you had, according to [III’s settlement guide](https://www.iii.org/article/how-is-the-settlement-amount-determined).

Building codes are the other gap. The NAIC says an ordinance or law endorsement “pays for the extra expense to rebuild your home in compliance with building codes and other ordinances or laws that didn’t exist when your home was originally built.” III says policies generally won’t pay that extra expense, but companies offer an endorsement that pays a specified amount toward it.

TDI lists both among common endorsements: extra costs to meet local building codes, and extra construction costs if your policy doesn’t pay enough to rebuild. Codes do change. The [City of Arlington](https://www.arlingtontx.gov/Business/Planning-Development/Planning-Development/Building-Codes) adopted the 2021 editions of the International Building Codes on November 1, 2022, replacing the 2015 editions, for permit applications starting January 1, 2023.

Ask, don’t assumeNames, percentages and dollar limits for these add-ons vary by policy. Ask us what’s available on yours, in writing.

## How do you check whether your dwelling limit is right?

**The short answer:** Pull your declarations page, compare the dwelling limit with a current rebuild estimate, and fix any gap before renewal, not after a storm.

1. **Find your dwelling limit**

It’s on the declarations page, usually listed as Coverage A or dwelling coverage.
2. **Ask how the rebuild estimate was built**

Find out the square footage, construction type and features it assumed, and when it was last updated.
3. **List changes since then**

Remodels, additions, a new roof, upgraded flooring or a finished space all count.
4. **Check the 80% line**

Multiply your current rebuild estimate by 0.8 and make sure your limit sits above it, ideally at full rebuild cost.
5. **Ask about extended and code coverage**

Find out whether your policy has extended replacement cost or building-code coverage, and the limits on each.
6. **Review it with a local agent**

Call (817) 262-5300 or send your ZIP and we’ll go through the numbers with you.

Robinson Legacy Partners is an Allstate agency in south Arlington, near I-20, and our team helps in English, Spanish, Arabic, Hindi, Punjabi, Urdu and Coptic. Raising your limit also raises a percentage deductible in dollars (see our [Texas wind and hail deductible guide](https://www.robinsonlegacypartners.com/blog/home-insurance/how-do-wind-and-hail-deductibles-work-on-texas-home-insurance/)). Our [coverage-gap review checklist](https://www.robinsonlegacypartners.com/blog/claims-and-policy-reviews/texas-insurance-policy-review-guide-how-do-you-check-for-coverage-gaps/) lists what else we check, and our [home insurance page](https://www.robinsonlegacypartners.com/home-insurance) has the basics.

## The bottom line

Market value, purchase price and your appraisal district notice all describe the property. Replacement cost describes the house you’d have to rebuild, and that’s the number your dwelling limit should follow. With rebuild costs up across the country, a limit set years ago deserves a fresh look.

Send us your ZIP below or call [(817) 262-5300](tel:+18172625300). We’ll check how your rebuild estimate was built, show you where your limit sits against the 80% line, and explain any extended or building-code coverage on your policy. We’re open Monday through Friday, 8:30 to 5.

## Other questions about insuring a Texas home to value

### If my home’s market value drops, should I lower my dwelling limit?

Not because of market value alone. A softer housing market doesn’t make lumber or labor cheaper. Lower the limit only if a current rebuild estimate supports it. If the bill is the real worry, our guide to [what Texas homeowners insurance costs](https://www.robinsonlegacypartners.com/blog/home-insurance/how-much-does-homeowners-insurance-cost-in-texas/) explains the other price factors.

### Does replacement cost on my dwelling mean my roof is paid at replacement cost too?

Not always. TDI says that as roofs age, some companies switch roof coverage to actual cash value, which subtracts depreciation. Your dwelling limit and your roof settlement terms are separate lines to check. Our guide to [roof replacement cost vs. actual cash value at claim time](https://www.robinsonlegacypartners.com/blog/home-insurance/roof-replacement-cost-vs-actual-cash-value-what-changes-at-claim-time/) walks through the difference.

### Does rebuild cost differ between Grand Prairie and Arlington homes?

It depends on the house more than the city line. III says rebuild cost is based on local construction costs and the kind of house you own. For local hazards and housing, see our [Grand Prairie home insurance coverage and costs guide](https://www.robinsonlegacypartners.com/blog/home-insurance/home-insurance-in-grand-prairie-texas-coverage-costs-and-quotes/).

### Will my lender tell me how much dwelling coverage to buy?

Your lender will require insurance if you still owe money on the home, and TDI says most mortgage companies require a replacement cost policy. The rebuild estimate itself usually comes from your agent or company. If you’re mid-purchase, see our [Arlington home-buying insurance checklist](https://www.robinsonlegacypartners.com/blog/local-guides/buying-a-home-in-arlington-what-should-your-insurance-review-include/).

## Replacement cost vs. market value FAQ

Is replacement cost the same as market value for home insurance?+

No. Replacement cost is what it would cost to rebuild your house with materials of similar kind and quality. Market value is what the property would sell for, and the NAIC notes it includes the price of your land and depends on the real estate market. The two can move in different directions: home prices can rise while construction costs hold, or the other way around. For home insurance, your dwelling limit should follow replacement cost, not market value.

Does Texas require me to insure my home for 80% of its replacement cost?+

The 80% figure comes from insurance companies, not a requirement to own a policy. TDI says Texas law doesn’t require home insurance, though your lender will if you owe money on the home. TDI also says most companies require you to insure your house for at least 80% of its replacement cost, and some require 100%. The NAIC adds that if coverage drops below 80%, the company may reduce what it pays on a claim. Check your own policy’s wording.

Should I insure my house for what I paid for it?+

Usually not. The NAIC says your purchase price isn’t the same as replacement cost because it includes the cost of the land, and III says rebuilding can cost more or less than what you paid. Copying the sale price can leave you underinsured if rebuild cost is higher, or paying for coverage you can’t use if it’s lower. Ask for a current rebuild estimate based on your square footage, materials and finishes, and set the limit from that.

What is extended replacement cost coverage?+

It’s coverage that can pay more than your dwelling limit if rebuilding costs more than expected. The Insurance Information Institute describes extended replacement cost as paying a certain percentage over the limit to rebuild your home, 20 percent or more depending on the insurer. It doesn’t pay to build a better house than the one you had, and III says code upgrades generally need their own endorsement. Terms and availability vary by policy, so ask what yours includes.

Does homeowners insurance pay to bring an older home up to current building code?+

Often only if you have coverage for it. III says homeowners policies generally won’t pay the extra expense of rebuilding to current building codes, though companies offer an endorsement that pays a specified amount. The NAIC calls it an ordinance or law endorsement, and TDI lists extra costs to meet local building codes among common endorsements. Codes do change; Arlington, for example, adopted 2021 code editions in 2022. Ask for the dollar limit on yours.
